Referencing an NQF to the EQF is not simply about comparing qualification levels. It is a comprehensive process that demonstrates that a country's qualifications system is aligned with the European principles of transparency and quality.
To do this, a country must demonstrate compliance with the 10 EQF referencing criteria set out in the Council Recommendation of 22 May 2017 on the European Qualifications Framework for lifelong learning.
Clearly define the roles and responsibilities of all bodies involved in the referencing process.
Demonstrate how the levels of the NQF correspond to the levels of the EQF.
Ensure that qualifications are based on learning outcomes and linked to arrangements for the validation of non-formal and informal learning.
Ensure transparent procedures for including qualifications in the National Qualifications System.
Ensure that quality assurance arrangements are consistent with European principles.
Obtain confirmation from the national quality assurance bodies that the referencing report is valid and reliable.
Involve independent international experts in the evaluation of the referencing process.
Prepare and formally adopt a comprehensive referencing report.
Publish the report and make it available through European information resources.
After the referencing process is completed, ensure that EQF levels are indicated on qualification documents and in the relevant qualifications registers.
Meeting these criteria makes qualifications easier to understand and compare across Europe. It also supports the international recognition of qualifications, academic and professional mobility, and the promotion of lifelong learning.
