This means that qualifications are described in terms of what a person:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2714\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t51\/1\/16\/2714.png\">&nbsp;knows;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2714\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t51\/1\/16\/2714.png\">&nbsp;understands;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2714\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t51\/1\/16\/2714.png\">&nbsp;is able to do after completing a learning programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Learning outcomes are the basis for describing the levels of both the NQFs and the EQF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through the EQF, countries can:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\">&nbsp;compare the levels of their NQFs with the EQF;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\">&nbsp;make qualifications easier to understand;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\">&nbsp;support citizens' mobility;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\">&nbsp;promote lifelong learning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\udccc\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/tac\/1\/16\/1f4cc.png\">&nbsp;An important step is the referencing process, during which countries compare the levels of their NQFs with the levels of the EQF. Once this process is completed, countries can indicate the EQF level on qualification and education documents and connect their qualifications registers to European digital platforms through Europass.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\udca1\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t3c\/1\/16\/1f4a1.png\">&nbsp;Learning outcomes-based qualifications frameworks contribute to:<\/p>\n\n\n\n<p
